Russia is among the largest countries in the world in terms of surface and population, so it is a normal thing for the construction sector to be one of the most important industries in the country when reported to the needs of the population. More than that, the large number of investors establishing companies in Russia requires the continuous building of commercial and office spaces. So, if you are thinking about an industry to start a business in, we recommend the Russian construction sector.

Starting the Russian construction sector
Foreign investors have the same rights as local ones when it comes to opening a company in Russia, therefore, the first step to set up a construction business is to register one of the available business forms with the local Trade Register.
Since 2010 (in its current form since 1 July 2017), construction companies contracting directly with a developer or technical customer are, subject to exceptions, required to join a Self-Regulating Organization (SRO), according to the law with the same name. To be more precise, Russian companies in the construction sector must be SRO members (the separate SRO permit was abolished in 2017) if:
- – they build spaces and facilities;
- – they execute documentation related to the construction sector;
- – they carry out engineering surveys.
Our Russian lawyers can offer additional information on how to join an SRO.
The construction permit in Russia
The construction permit is a special license which must be obtained for every work carried out by a construction business in Russia. Before applying for this type of license, the company must obtain several approvals from the local authorities, among which the Architecture and City Planning Committee and the Water and Sewage Company. Then, the following documents must be submitted to the local self-government authority (or, in certain cases, the regional or federal authority):
- – a specific application form;
- – the blue prints pf the land;
- – an extract from the Unified State Register of Real Estate (EGRN) confirming the right on the property;
- – the documentation related to the construction project.
After the construction, the building must be registered with Rosreestr in the Unified State Register of Real Estate (EGRN). A positive fact about the starting a construction company in Russia is that the timeframe related to obtaining the construction permit has decreased from 30 days to 5 working days.
